Furloughed people are allowed to do other things provided those things don’t conflict with their contract with their employer or they have their employer’s consent. Hence doing non paid tasks for someone else outside of their normal working hours for someone who isn’t a competitor should be fine. Otherwise it depends on their terms of employment if they haven’t got employer consent.
